Coburn was the representative for Indiana’s 5th congressional district and was a Republican. He served from 1873 to 1875.

He was previously the representative for Indiana’s 5th congressional district as a Republican from 1869 to 1873; and the representative for Indiana’s 6th congressional district as a Republican from 1867 to 1869.
