Daniel was a senator from Virginia and was a Democrat. He served from 1905 to 1911.

He was previously a senator from Virginia as a Democrat from 1899 to 1905; a senator from Virginia as a Democrat from 1893 to 1899; a senator from Virginia as a Democrat from 1887 to 1893; and the representative for Virginia’s 6th congressional district as a Democrat from 1885 to 1887.
