Davis was the representative for Indiana’s 7th congressional district and was an Anti-Lecompton Democrat. He served from 1859 to 1861.

He was previously the representative for Indiana’s 7th congressional district as a Democrat from 1857 to 1859; the representative for Indiana’s 7th congressional district as a Democrat from 1853 to 1855; and the representative for Indiana’s 7th congressional district as a Democrat from 1851 to 1853.
