Fitzgerald was the representative for Massachusetts’s 10th congressional district and was a Democrat. He served from 1919 to 1921.

He was previously the representative for Massachusetts’s 9th congressional district as a Democrat from 1899 to 1901; and the representative for Massachusetts’s 9th congressional district as a Democrat from 1895 to 1899.
