Gear was a senator from Iowa and was a Republican. He served from 1895 to 1901.

He was previously the representative for Iowa’s 1st congressional district as a Republican from 1893 to 1895; the representative for Iowa’s 1st congressional district as a Republican from 1889 to 1891; and the representative for Iowa’s 1st congressional district as a Republican from 1887 to 1889.
