Harris was the representative for Virginia’s 7th congressional district and was a Democrat. He served from 1877 to 1881.

He was previously the representative for Virginia’s 7th congressional district as a Democrat from 1875 to 1877; the representative for Virginia’s 7th congressional district as a Democrat from 1873 to 1875; the representative for Virginia’s 6th congressional district as a Democrat from 1871 to 1873; and the representative for Virginia’s 9th congressional district as an Ind. Democrat from 1859 to 1861.
