by examining thousands of pages of census records and historical documents.
Heath was one of them.

From Jan 1794 to Mar 1797, Heath missed 55 of 152 roll call votes, which is 36.2%. This is much worse than the median of 15.7% among the lifetime records of representatives serving in Mar 1797. The chart below reports missed votes over time.
