Hickman was the representative for Pennsylvania’s 6th congressional district and was a Republican. He served from 1861 to 1863.

He was previously the representative for Pennsylvania’s 6th congressional district as an Anti-Lecompton Democrat from 1859 to 1861; the representative for Pennsylvania’s 6th congressional district as a Democrat from 1857 to 1859; and the representative for Pennsylvania’s 6th congressional district as a Democrat from 1855 to 1857.
