Kindred was the representative for New York’s 2nd congressional district and was a Democrat. He served from 1927 to 1929.

He was previously the representative for New York’s 2nd congressional district as a Democrat from 1925 to 1927; the representative for New York’s 2nd congressional district as a Democrat from 1923 to 1925; the representative for New York’s 2nd congressional district as a Democrat from 1921 to 1923; and the representative for New York’s 14th congressional district as a Democrat from 1911 to 1913.
