Kinzer was the representative for Pennsylvania’s 9th congressional district and was a Republican. He served from 1945 to 1946.

He was previously the representative for Pennsylvania’s 10th congressional district as a Republican from 1931 to 1944; and the representative for Pennsylvania’s 10th congressional district as a Republican from 1929 to 1931.
