Kittera was the representative for Pennsylvania’s 7th congressional district and was a Federalist. He served from 1799 to 1801.

He was previously the representative for Pennsylvania’s 7th congressional district as a Federalist from 1795 to 1799; the representative for Pennsylvania as a Federalist from 1793 to 1795; and the representative for Pennsylvania’s 5th congressional district as a Federalist from 1791 to 1793.
