He was previously the representative for Maryland’s 4th congressional district as a Democrat from 1927 to 1931; the representative for Maryland’s 4th congressional district as a Democrat from 1925 to 1927; the representative for Maryland’s 4th congressional district as a Democrat from 1923 to 1925; the representative for Maryland’s 4th congressional district as a Democrat from 1915 to 1923; and the representative for Maryland’s 4th congressional district as a Democrat from 1911 to 1915.
