Maddox was the representative for Georgia’s 7th congressional district and was a Democrat. He served from 1903 to 1905.

He was previously the representative for Georgia’s 7th congressional district as a Democrat from 1901 to 1903; the representative for Georgia’s 7th congressional district as a Democrat from 1899 to 1901; the representative for Georgia’s 7th congressional district as a Democrat from 1895 to 1899; and the representative for Georgia’s 7th congressional district as a Democrat from 1893 to 1895.
