Mercer was the representative for Maryland’s 2nd congressional district and was (unknown party). He served from 1793 to 1795.

He was previously the representative for Maryland’s 3rd congressional district as (unknown party) from 1791 to 1793.

Legislators who enslaved Black people

Mercer was among more than 1,800 legislators who enslaved Black people. The Washington Post compiled the first database of slaveholding members of Congress by examining thousands of pages of census records and historical documents. Mercer was one of them.
