Ross was the representative for Pennsylvania’s 6th congressional district and was a Republican. He served from 1817 to 1819.

He was previously the representative for Pennsylvania’s 6th congressional district as a Republican from 1815 to 1817; and the representative for Pennsylvania’s 2nd congressional district as a Republican from 1809 to 1811.
