Williams was the representative for Mississippi’s 3rd congressional district and was a Democrat. He served from 1963 to 1968.

He was previously the representative for Mississippi’s 4th congressional district as a Democrat from 1953 to 1962; and the representative for Mississippi’s 7th congressional district as a Democrat from 1947 to 1952.
