Desha was the representative for Kentucky’s 4th congressional district and was a Republican. He served from 1817 to 1819.

He was previously the representative for Kentucky’s 4th congressional district as a Republican from 1815 to 1817; the representative for Kentucky’s 4th congressional district as a Republican from 1813 to 1815; the representative for Kentucky’s 6th congressional district as a Republican from 1811 to 1813; and the representative for Kentucky’s 6th congressional district as a Republican from 1807 to 1811.
