Duncan was the representative for Illinois’s 3rd congressional district and was a Jackson. He served from 1833 to 1835.

He was previously the representative for Illinois’s 1st congressional district as a Jackson from 1831 to 1833; the representative for Illinois’s 1st congressional district as a Jackson from 1829 to 1831; and the representative for Illinois’s 1st congressional district as a Jackson from 1827 to 1829.
