He was previously the representative for West Virginia’s 3rd congressional district as a Republican from 1905 to 1907; the representative for West Virginia’s 3rd congressional district as a Republican from 1903 to 1905; and the representative for West Virginia’s 3rd congressional district as a Republican from 1901 to 1903.
