Walker was the representative for Massachusetts’s 3rd congressional district and was a Republican. He served from 1895 to 1899.

He was previously the representative for Massachusetts’s 3rd congressional district as a Republican from 1893 to 1895; the representative for Massachusetts’s 10th congressional district as a Republican from 1891 to 1893; and the representative for Massachusetts’s 10th congressional district as a Republican from 1889 to 1891.
