Quincy was the representative for Massachusetts’s 1st congressional district and was a Federalist. He served from 1811 to 1813.

He was previously the representative for Massachusetts’s 1st congressional district as a Federalist from 1807 to 1811; and the representative for Massachusetts’s 1st congressional district as a Federalist from 1805 to 1807.
