Grover was a senator from Oregon and was a Democrat. He served from 1877 to 1883.

He was previously the representative for Oregon’s 1st congressional district as a Democrat from 1857 to 1859.

Alleged misconduct & resolution

Grover faced an allegation of bribery and corruption in the election. On Jun. 15, 1878, the Committee on Privileges and Elections dismissed the charges.
