Gavin was the representative for Pennsylvania’s 23rd congressional district and was a Republican. He served from 1953 to 1964.

He was previously the representative for Pennsylvania’s 19th congressional district as a Republican from 1945 to 1952; and the representative for Pennsylvania’s 20th congressional district as a Republican from 1943 to 1944.
