Campbell was the representative for Ohio’s 3rd congressional district and was a Democrat. He served from 1871 to 1873.

He was previously the representative for Ohio’s 3rd congressional district as a Republican from 1857 to 1859; the representative for Ohio’s 3rd congressional district as an Ind. Republican-Democrat from 1855 to 1857; the representative for Ohio’s 3rd congressional district as a Whig from 1853 to 1855; the representative for Ohio’s 2nd congressional district as a Whig from 1851 to 1853; and the representative for Ohio’s 2nd congressional district as a Whig from 1849 to 1851.
