Maxwell was the representative for Virginia’s 21st congressional district and was an Anti Jacksonian. He served from 1831 to 1833.
He was previously the representative for Virginia’s 21st congressional district as an Anti Jacksonian from 1829 to 1831; and the representative for Virginia’s 21st congressional district as an Adams from 1827 to 1829.
