Fletcher was the representative for Minnesota’s 5th congressional district and was a Republican. He served from 1905 to 1907.

He was previously the representative for Minnesota’s 5th congressional district as a Republican from 1901 to 1903; the representative for Minnesota’s 5th congressional district as a Republican from 1899 to 1901; the representative for Minnesota’s 5th congressional district as a Republican from 1895 to 1899; and the representative for Minnesota’s 5th congressional district as a Republican from 1893 to 1895.
