Kelly was the representative for Pennsylvania’s 31st congressional district and was a Republican. He served from 1933 to 1934.
He was previously the representative for Pennsylvania’s 33rd congressional district as a Republican from 1931 to 1933; the representative for Pennsylvania’s 33rd congressional district as a Republican from 1927 to 1931; the representative for Pennsylvania’s 33rd congressional district as a Republican from 1925 to 1927; the representative for Pennsylvania’s 33rd congressional district as a Republican from 1923 to 1925; the representative for Pennsylvania’s 30th congressional district as most recently a Republican (1919-1923) and previously a Progressive (1917-1919) from 1917 to 1923; and the representative for Pennsylvania’s 30th congressional district as a Republican from 1913 to 1915.
