Goff was a senator from West Virginia and was a Republican. He served from 1913 to 1919.

He was previously the representative for West Virginia’s 1st congressional district as a Republican from 1887 to 1889; the representative for West Virginia’s 1st congressional district as a Republican from 1885 to 1887; and the representative for West Virginia’s 1st congressional district as a Republican from 1883 to 1885.
