Goff, a Republican, was a senator from West Virginia from 1913 to 1919.

He was previously the representative for West Virginia's 1st congressional district (1887-1889); the representative for West Virginia's 1st congressional district (1885-1887); and the representative for West Virginia's 1st congressional district (1883-1885).
