Blanchard was a senator from Louisiana and was a Democrat. He served from 1894 to 1897.

He was previously the representative for Louisiana’s 4th congressional district as a Democrat from 1891 to 1893; the representative for Louisiana’s 4th congressional district as a Democrat from 1889 to 1891; the representative for Louisiana’s 4th congressional district as a Democrat from 1887 to 1889; the representative for Louisiana’s 4th congressional district as a Democrat from 1885 to 1887; the representative for Louisiana’s 4th congressional district as a Democrat from 1883 to 1885; and the representative for Louisiana’s 4th congressional district as a Democrat from 1881 to 1883.
