Muller was the representative for New York’s 7th congressional district and was a Democrat. He served from 1901 to 1903.

He was previously the representative for New York’s 7th congressional district as a Democrat from 1899 to 1901; the representative for New York’s 6th congressional district as a Democrat from 1885 to 1887; the representative for New York’s 5th congressional district as a Democrat from 1883 to 1885; and the representative for New York’s 5th congressional district as a Democrat from 1877 to 1881.
