Kellogg was the representative for New York’s 16th congressional district and was a Republican. He served from 1865 to 1867.
He was previously the representative for New York’s 16th congressional district as a Republican from 1863 to 1865; and the representative for New York’s 14th congressional district as a Whig from 1847 to 1849.
