Corning was the representative for New York’s 28th congressional district and was a Democrat. He served from 1931 to 1936.

He was previously the representative for New York’s 28th congressional district as a Democrat from 1927 to 1931; the representative for New York’s 28th congressional district as a Democrat from 1925 to 1927; and the representative for New York’s 28th congressional district as a Democrat from 1923 to 1925.
