Dooling was the representative for New York’s 15th congressional district and was a Democrat. He served from 1919 to 1921.
He was previously the representative for New York’s 16th congressional district as a Democrat from 1915 to 1919; and the representative for New York’s 16th congressional district as a Democrat from 1913 to 1915.
