McCulloch was the representative for Arkansas’s 1st congressional district and was a Democrat. He served from 1901 to 1903.

He was previously the representative for Arkansas’s 1st congressional district as a Democrat from 1899 to 1901; the representative for Arkansas’s 1st congressional district as a Democrat from 1895 to 1899; and the representative for Arkansas’s 1st congressional district as a Democrat from 1893 to 1895.
