Duke was the representative for Virginia’s 5th congressional district and was most recently a Democrat (1871-1873) and previously a Conservative (1869-1871). He served from 1869 to 1873.

Legislators who enslaved Black people

Duke was among more than 1,800 legislators who enslaved Black people. The Washington Post compiled the first database of slaveholding members of Congress by examining thousands of pages of census records and historical documents. Duke was one of them.
