Rep. Richard Duke

Former Representative for Virginia’s 5th District

Duke was the representative for Virginia’s 5th congressional district and was most recently a Democrat (1871-1873) and previously a Conservative (1869-1871). He served from 1869 to 1873.

Legislators who enslaved Black people

Duke was among more than 1,800 legislators who enslaved Black people. The Washington Post compiled the first database of slaveholding members of Congress by examining thousands of pages of census records and historical documents. Duke was one of them.

Voting Record

Missed Votes

From Dec 1870 to Mar 1873, Duke missed 95 of 675 roll call votes, which is 14.1%. This is better than the median of 24.6% among the lifetime records of representatives serving in Mar 1873. The chart below reports missed votes over time.

We don’t track why legislators miss votes, but it’s often due to medical absenses, major life events, and running for higher office.
