Simpson was the representative for Pennsylvania’s 18th congressional district and was a Republican. He served from 1953 to 1960.

He was previously the representative for Pennsylvania’s 17th congressional district as a Republican from 1945 to 1952; and the representative for Pennsylvania’s 18th congressional district as a Republican from 1937 to 1944.
