Yates was a senator from Illinois and was a Republican. He served from 1865 to 1871.

He was previously the representative for Illinois’s 6th congressional district as a Whig from 1853 to 1855; and the representative for Illinois’s 7th congressional district as a Whig from 1851 to 1853.
