Garnett was the representative for Virginia’s 12th congressional district and was a Jackson. He served from 1825 to 1827.

He was previously the representative for Virginia’s 12th congressional district as a Republican from 1823 to 1825; the representative for Virginia’s 12th congressional district as a Republican from 1821 to 1823; the representative for Virginia’s 12th congressional district as a Republican from 1819 to 1821; and the representative for Virginia’s 12th congressional district as a Republican from 1817 to 1819.
