Rich was the representative for Pennsylvania’s 15th congressional district and was a Republican. He served from 1945 to 1950.

He was previously the representative for Pennsylvania’s 16th congressional district as a Republican from 1931 to 1942; and the representative for Pennsylvania’s 16th congressional district as a Republican from 1929 to 1931.
