Toombs was a senator from Georgia and was a Democrat. He served from 1859 to 1861.

He was previously a senator from Georgia as a Democrat from 1853 to 1859; the representative for Georgia’s 8th congressional district as a Whig from 1851 to 1853; the representative for Georgia’s 8th congressional district as a Whig from 1849 to 1851; the representative for Georgia’s 8th congressional district as a Whig from 1847 to 1849; and the representative for Georgia’s 8th congressional district as a Whig from 1845 to 1847.
