Saunders was the representative for North Carolina’s 5th congressional district and was a Democrat. He served from 1843 to 1845.

He was previously the representative for North Carolina’s 8th congressional district as a Democrat from 1841 to 1843; the representative for North Carolina’s 9th congressional district as a Jackson from 1825 to 1827; the representative for North Carolina’s 9th congressional district as a Republican from 1823 to 1825; and the representative for North Carolina’s 9th congressional district as a Republican from 1821 to 1823.
