Harris was the representative for Alabama’s 7th congressional district and was a Democrat. He served from 1855 to 1857.

He was previously the representative for Alabama’s 3rd congressional district as a Democrat from 1853 to 1855; the representative for Alabama’s 3rd congressional district as a Democrat from 1851 to 1853; the representative for Alabama’s 3rd congressional district as a Democrat from 1849 to 1851; and the representative for Alabama’s 3rd congressional district as a Democrat from 1847 to 1849.
