Dibble was the representative for South Carolina’s 1st congressional district and was a Democrat. He served from 1889 to 1891.

He was previously the representative for South Carolina’s 1st congressional district as a Democrat from 1887 to 1889; the representative for South Carolina’s 1st congressional district as a Democrat from 1885 to 1887; the representative for South Carolina’s 1st congressional district as a Democrat from 1883 to 1885; and the representative for South Carolina’s 2nd congressional district as a Democrat from 1881 to 1883.
