Ringgold was the representative for Maryland’s 4th congressional district and was a Republican. He served from 1819 to 1821.

He was previously the representative for Maryland’s 4th congressional district as a Republican from 1817 to 1819; the representative for Maryland’s 4th congressional district as a Republican from 1811 to 1815; and the representative for Maryland’s 4th congressional district as a Republican from 1809 to 1811.
