Smith was a senator from Maryland and was a Jackson. He served from 1827 to 1833.

He was previously a senator from Maryland as a Jackson from 1822 to 1827; the representative for Maryland’s 5th congressional district as a Republican from 1819 to 1821; the representative for Maryland’s 5th congressional district as a Republican from 1817 to 1819; the representative for Maryland’s 5th congressional district as a Republican from 1815 to 1817; a senator from Maryland as a Republican from 1803 to 1815; the representative for Maryland’s 5th congressional district as a Republican from 1801 to 1803; the representative for Maryland’s 5th congressional district as a Republican from 1799 to 1801; the representative for Maryland’s 5th congressional district as a Republican from 1795 to 1799; and the representative for Maryland’s 5th congressional district as a Democratic Republican from 1793 to 1795.
