Stephenson was the representative for Michigan’s 12th congressional district and was a Republican. He served from 1895 to 1897.

He was previously the representative for Michigan’s 12th congressional district as a Republican from 1893 to 1895; the representative for Michigan’s 11th congressional district as a Republican from 1891 to 1893; and the representative for Michigan’s 11th congressional district as a Republican from 1889 to 1891.
