Payne was the representative for New York’s 36th congressional district and was a Republican. He served from 1913 to 1915.

He was previously the representative for New York’s 31st congressional district as a Republican from 1907 to 1913; the representative for New York’s 31st congressional district as a Republican from 1905 to 1907; the representative for New York’s 31st congressional district as a Republican from 1903 to 1905; the representative for New York’s 28th congressional district as a Republican from 1901 to 1903; the representative for New York’s 28th congressional district as a Republican from 1899 to 1901; the representative for New York’s 28th congressional district as a Republican from 1895 to 1899; the representative for New York’s 28th congressional district as a Republican from 1893 to 1895; the representative for New York’s 27th congressional district as a Republican from 1891 to 1893; the representative for New York’s 27th congressional district as a Republican from 1889 to 1891; the representative for New York’s 27th congressional district as a Republican from 1885 to 1887; and the representative for New York’s 26th congressional district as a Republican from 1883 to 1885.
