Cullom was a senator from Illinois and was a Republican. He served from 1907 to 1913.

He was previously a senator from Illinois as a Republican from 1901 to 1907; a senator from Illinois as a Republican from 1895 to 1901; a senator from Illinois as a Republican from 1889 to 1895; a senator from Illinois as a Republican from 1883 to 1889; and the representative for Illinois’s 8th congressional district as a Republican from 1865 to 1871.
