Foot was a senator from Vermont and was a Republican. He served from 1863 to 1867.

He was previously a senator from Vermont as a Republican from 1857 to 1863; a senator from Vermont as an Ind. Republican-Democrat from 1851 to 1857; the representative for Vermont’s 1st congressional district as a Whig from 1845 to 1847; and the representative for Vermont’s 1st congressional district as a Whig from 1843 to 1845.
