Elkins was a senator from West Virginia and was a Republican. He served from 1907 to 1911.
He was previously a senator from West Virginia as a Republican from 1901 to 1907; a senator from West Virginia as a Republican from 1895 to 1901; the representative for New Mexico as a Republican from 1875 to 1877; and the representative for New Mexico as a Republican from 1873 to 1875.
